CONROE, TX — In an unprecedented and deeply concerning turn of events, Montgomery County Judge Mark Keough has issued the following statement regarding recent actions taken by senior City of Conroe staff:

“In all my years of public service, I have never witnessed what unfolded last night. Unelected, overpaid city staff issued a public statement that directly undermines the authority of the citizens of Conroe through their own elected officials. This is not just inappropriate; it’s dangerous.”

Judge Keough’s remarks come after revelations that three Conroe city administrators not only failed to engage in proper communication with stakeholders but also reportedly locked out a public school campus—Calfee Middle School—from its water supply.

“Let me be clear: Calfee Middle School no longer meets basic fire protection standards. The decision to shut off water after I personally reached out to request a solution was not only retaliatory—it was reckless. Should a fire occur, firefighters will arrive to a building with no water pressure, no sprinkler backup, and zero margin for error. That is not just a policy failure, it’s a life safety risk.”

Judge Keough also challenged the City’s claim of legality behind its actions, stating that the City of Conroe previously accepted permitting fees from Willis ISD for a project outside its jurisdiction.

“This is not about ‘following the law.’ If that were true, Conroe staff would have never accepted hundreds of thousands of dollars in permitting fees from Willis ISD. This is about control, retaliation, and a gross abuse of power.”

The situation escalated further with allegations that Conroe officials demanded millions of dollars in impact fees to resolve permitting issues for multiple Willis ISD campuses.

“This is extortion, plain and simple. Any illegal actions I uncover will be referred for investigation and prosecution. As County Judge, I cannot and will not sit idly by as city officials hold our citizens hostage.”

Judge Keough concluded his statement with a direct call to the Conroe City Council:

“At this point, any member of the Conroe City Council who allows these individuals to remain in their roles beyond today is complicit. It’s time to take action. These administrators have gone rogue, and the people of Conroe deserve better.
It ends today. Conroe, you can fix this.”
