GALVESTON, Texas — Last month, Galveston police said they arrested a man who they said was taking photos of another family’s child on the beach.
As it turns out, it’s not the first time Taylor Roy, 31, has been accused of photographing children, according to court records.

Galveston allegations
The most recent allegations against Roy stem from an incident on April 19 around 4 p.m.
Investigators said they got reports of a man who was taking photos of a child on the beach along Seawall Boulevard near 15th Street.
Officers approached the victim’s family, and they told them that a bystander had told them that Roy was recording or taking photos of their child while the family was enjoying the beach.
The family told police they confronted Roy and took photos of him and his vehicle.
Investigators were able to identify Roy, a Conroe resident, as the suspect.
On Wednesday, almost two weeks after the incident, Roy was arrested and booked into the Galveston County Jail. He’s charged with invasive visual recording, a state felony. His bond was reportedly set at $75,000.
During their investigation, authorities said they found out that Roy had been charged with similar crimes in Montgomery County in 2024. Galveston police said they’re working alongside Montgomery County authorities to bolster their cases.

Montgomery County allegations
Roy and his wife were also arrested and charged in Montgomery County.
Taylor Kyle Roy and Tasha Nicole Roy were arrested in April 2024 and were both initially charged with felony invasive visual recording. On Monday, Jan. 6, 2025, Montgomery County Precinct 3 Constable Ryan Gable announced that Taylor Roy faces an additional charge of indecency with a child. He surrendered shortly after a new arrest warrant was issued. He was then released from jail after posting bond.
Investigators said recordings were made at The Woodlands Mall, Six Flags Hurricane Harbor and other parks in Montgomery County.
Investigators said they were working from a tip when they found out Taylor Roy was working as a security guard at The Woodlands Mall while he was allegedly making the videos. While reviewing the videos, investigators said Taylor Roy’s face was recorded while wearing his security guard uniform.
The videos showed young girls undressing inside the Forever 21 dressing room at The Woodlands Mall, according to investigators. In addition to videos from the mall, they also found videos of juvenile females at Six Flags Hurricane Harbor in Spring and other parks in Montgomery County.
Tasha Roy was also charged with one count of indecency with a child and one count of possession of child pornography. She also posted bond.
While authorities were serving a search warrant, they said they found several videos inside the couple’s house. Investigators said they believe Tasha Roy helped make the videos, so she was arrested, too.
Detectives said Taylor Roy was also a tennis coach for kids between 8 and 17 years old in The Woodlands/Spring area.
According to records, the couple has a child of their own who was placed in the care of family members.
